José Carlos da Silva Neves received his Masters degree in Communication Engineering from the University of Manchester (UK) in 1975, and the Ph.D. in Electrical and Electronic Engineering from the University of Bradford (UK) in 1978. He is Full Professor at the University of Aveiro (Portugal) in the Department of Electronics, Telecommunications and Informatics. In 1994, he co-founded the Instituto de Telecomunicações (IT), which led to become one of the most successful research centres in Portugal, that achieved the “Laboratório Associado” label from the Mistery of Science and Technology, and currently hosts around 200 post-doc researchers . As a Senior Researcher, he has coordinated IT participation in various projects included in the European Union (EU) Telecommunications R&D Programs: RACE, RACE II and ACTS. He has published over 75 scientific works in international journals and conferences. He has supervised 16 MSc and 6 PhD students, all of whom graduated with the highest possible honors. He has participated in various project evaluation boards set up by JNICT and was a working group member under the PRAXIS XXI Framework, that was responsible for defining the Programa das Ciências e Tecnologia Aeroespaciais of the Ministério da Ciência e Tecnologia. In 1993, by invitation of the of the Ministro Do Planeamento e Administração do Território, he became a member of the Conselho Superior de Telecomunicações . Since 1985, he is the National Delegate to Commission F of URSI.
